The zonal consultations were conducted in two phases to ensure inclusive participation from higher education institutions (HEIs) nationwide. The Mindanao consultations were held on January 19β20, 2026, in Davao City, followed by the Luzon and Visayas consultations on January 22β23, 2026, in Tagaytay City.

He also presented key components of the proposed policy, served as part of the panel, and addressed questions and clarifications raised by HEI representatives during the consultations.
Dr. Espinoβs participation underscores National University Clarkβs commitment to national service, policy leadership, and student-centered initiatives, further strengthening its role in advancing a culture of health and well-being across the Philippine higher education sector.
